The 2 starts is because the hotel looks okay. But the service and the food is not worth the money. The quality of the food was horrendous and just the whole process of trying to get the free drinks that they give you is a hassle and so annoying. My recommendation would be to send everyone that is involved in managing this hotel and the workers to an actual all-inclusive resort in Mexico and learn how things are done properly to the highest of standards.
