A reasonable answer would be to contact the guests closest to where the car is parked to find out whose car it is and warn them that their parking pass is not displayed. Spending ten seconds on the phone with some guests to find the owner of the car is vastly better than towing a paying guest's car for a tiny mistake. Anyone with a few brain cells would know that a resort guest is not going to their car every day to check it and will not see the notices placed on their windshield. Going to the grocery store and taking the parking pass off to drive and then forgetting to put it back on is not a legitimate reason to tow someone's car. If these people had any clue how to run a resort they would contact the guests to find out whose car it is rather than towing a paying guest's car. What a ridiculous way to run a business.
